The judge has to be right above the CIA Director (DCI). The judge can issue a judicial order to compel the DCI to undertake some action. The DCI has no such authority over the judge. (Though the former can get the latter knocked off through covert ops.)

I think the reason inmate is higher than freed slave, is that an inmate is only there for doing a crime. An inmate was born free, and, if paroled, dies free. An inmate is a full person with full rights, even when imprisoned. A slave is born into slavery and not even considered a real person by those damned slave owners.
But apparently a freed slave is better off than driving Miss Daisy… which I believe is a joke.
